Answer : The teams are
(i) Early Warning

(ix) Damage Assessment

The Early Warning Team has the following specific duties and responsibilities

  • In co-operation with the state governments and other domestic and international information sources, monitor disaster risks.
  • Analyze and interpret monitoring data and make forecast about the likelihood of occurrence of fast onset and other disasters of national concern; prepare and disseminate situation updates and early warnings.
  • Identify, establish and strengthen disaster preparedness at strategic locations for timely and effective response.
  • Evaluate requests (from different implementing bodies, including state governments and Directorates of the Ministry of Agriculture and Rural Development) for provision of financial and other resources in kind for effective response before, during or after the disaster; upon approval, allocate and dispatch resources and monitor their utilization.
  • Whenever emergency or recovery needs exceed existing preparedness capacity, in cooperation with concerned bodies, prepare or revise humanitarian requirements, and following its official approval, launch coordinating action and follow up with potential donors and others for the effectiveness of resource mobilization strategy.
  • Facilitate duty free for any sea or air shipment of relief foods and other non-food items as well as obtaining landing rights and waivers for landing fees for unscheduled cargo flights.
  • In co-operation with concerned bodies, organize and conduct post disaster and seasonal verification and needs assessments.
  • In cooperation with concerned bodies, introduce, validate and operationalize tools and methods.
  • Develop, maintain and update early warning and response related database.
  • Support the states for effective implementation of the Disaster Relief Management approaches.
  • Collect and provide feedback for the improvement of the early warning and response business process.
  • Perform other related tasks as and when required.

Exercises

Question 1. Define Community Contingency Plan and give two reasons for the need of a Plan?

Answer : A community plan is a list of activities a neighborhood, community or a group of people agree to follow to prevent loss of life, livelihoods and property in case of warning or a disaster. The Plan identifies in advance action to be taken by individuals, in the community so that each one.
Reasons: The primary goal of Community Planning for disasters is to reduce the vulnerability of the concerned community and strengthen its existing capacity to cope up with disasters. The approach of preparing a Community Based Disaster Management Plan considers people’s participation a necessary prerequisite for disaster management. By involving the community in the preparedness phase, it increases the likelihood of coordinated action by the communities during emergencies.

Question 2. Name four elements of Community Contingency Plans or what should the Community Contingency Plan consist of?

Answer : The four elements are
(i) Rapport Building and Initial Awareness
(ii) Formation of a village disaster management committee ( VDMC)
(iii) Outlining the profile of the community
(iv) Review and Analysis of Past Disasters

Question 3. Identify the components to be present in a Resource map?

Answer : These are
(i) Individual skills (community leaders/doctors/drivers, swimmers etc.)
(ii) Resources around the area (boats, food stock etc.)
(iii) Important locations such as open land/low lying and elevated areas
(iv) Protection bunds
(v) Drainage facilities
(vi) Agriculture area, Forest area, mangrove plantations, shelterbelts etc.

Question 4. Identify four different task forces and list out two responsibilities of each of the task forces?

Answer : The responsibilities of four task forces are

(i) Early Warning and Communication Task Force
(a) To disseminate early warnings of a disaster to each and every household in a timely manner.
(b) To provide accurate information at regular intervals and put to rest all undue rumours prevailing within the community.

(ii) Shelter Management Group
(a) To identify, maintain and repair identified shelters.
(b) To evacuate people to safe shelters at the time of emergency.

(iii) First Aid Group
(a) Carry out life saving activities, such as CPR, the recovery position and action for choking.
(b) Implement different methods of carrying, splinting and transporting a casualty.

(iv) Search and Rescue Group
(a) Apply different methods of sectoring and searching
(b) Understand how to use basic equipment for light search and rescue operations.
